0000263: Update to the welcome page

Description

Before the beta release an update to the current welcome page should be made.

* There should be better links to IRC search sites, this would allow, the user to search for servers and channels, no need for server lists.

* A single news item to be displayed on the page to allow more room for other things.

* Take the current items to open settings, etc. off of the page, any other links such as to the project page and issue tracker should open on that page.

* Update the way software updates are shown.
